Macron: Balancing Security Challenges and Economic Losses

The French government is facing a security dilemma as it seeks to address the ongoing deterioration in certain cities and neighborhoods in France. The violent nights are becoming recurring scenes of destruction, devastation, and the burning of public buildings. In light of these circumstances, there have been calls for President Macron to declare a state of emergency in order to bring an end to the challenging period that France is currently experiencing.

President Macron’s reluctance to respond to these demands does not arise out of nowhere. It is based on fundamental fears that, if not addressed at the right time, it may alter the dynamics of the political landscape in France. Macron and his government still believe that they can overcome this stage only by strengthening the security forces. They also believe that there is no need for a state of emergency at this time.

But in fact, Macron is reluctant to resort to this unusual situation because his government is fully aware of the risks and repercussions. The state of emergency requires additional security forces to ensure that it is respected by the French. If the government fails to do so and the violent protests continue, this situation will represent a significant failure of President Macron’s security policy, which could have severe political consequences for him.

The second factor; which is not publicly discussed by the French political class; pertains to the economic repercussions on France if it were to impose a state of emergency. What kind of message will it send to the world during the summer tourist season? Such a decision will send a negative message to the world that France is closed off and unable to guarantee the security of tourists and investors present in the country. In addition, France’s image will be further tarnished as it prepares for the upcoming Summer Olympics.

A crisis management cell, extraordinary meetings, unprecedented government mobilization, and maximum political exploitation by both the government and the opposition took place. The government blames certain political factions; such as the far right and the radical left; for exacerbating the situation by not promoting messages of reconciliation to the enraged suburbs and instead capitalizing on the widespread anger. While the left accuses the government; particularly Interior Minister Gerald Darmanin; of exploiting these tragic events to advance his own ambitious political agenda.
