The Quota System: Its Distortions and Dangers on the Infrastructure and Superstructure of Society

By Dr. Tayseer Abdul-Jabbar Al-Alusi

The repercussions of the (quota system) concept prevailing nowadays surface badly when we look at the devastating consequences of this system represented by the creation of tension and chaos which transform into the worst levels of violence, until reaching the level of bloody purgation operations. The brutality of these acts is manifested in the terrorist identity, which prevails over the State’s power and the work of its institutions. Today, we see all of this crystal-clear in the Iraqi scene!

In fact, the problem with the quota system as a concept of the prevailing political ideology does not lie in the distribution of duties with the intent of taking responsibilities, but rather lies in imposing the aspects of the bizarre logic or approach of this system, which are extremely different in their kinds, intentions and objectives, at the formative structures of society and the State. In the same context, the quota system not only presents itself with a radical approach undermining citizenship in a civil State ruled by the law but it also comes at the expense of the societal components, the classes of people and their identities which this system falsely claims to represent!

Thus, the quota system as we observe aims at dividing (every)thing in favor of a kritarchy class formed to protect its corrupt, mafia system “kleptocracy”, which works on objectifying people and transforming them into a commodity to be sold and bought, just like anything they treat as booty to divide or share amongst themselves. All of this leads to restricting people in shackles and handcuffs, paving the way afterward to enslave them and the society as a whole.

We’d better think and reflect before the total absence of the State becomes a reality, which will mean -if happened- the fall of the society again under the system of absolute servitude after its disintegration . As a result, sectarian and

tribal formations will be formed to rule over the State’s power and impose their system of values on the public!

At this point, the quota system controls the infrastructure and superstructure through its tools and approach, depending on superstitions and the mentality of acknowledging what happens from a fatalistic perspective that imposes surrender and submission to the leaders of that ideology. These leaders are the ones who control over a rentier economy that represents a booty for the quota powers which are hiding under the name of religiosity and fake, made-up sacredness solely and exclusively.

The above-mentioned refers to nothing but the tragic reality of Iraq whose citizens are barely able to put food on the table. However, we’re certain that bread alone is not enough for people to live like humans and enjoy a decent, free life!

Accordingly, we need to think, contemplate and seek the return of the national spirit through the gate of being aware of a logic that could combat the reasons which resulted in the fall of Iraq and Iraqis, along with a number of our Arab societies and Middle Eastern ones, under the influence of disintegration and fragmentation caused by the quota system. Today’s reality is a captive of the ideology and distortions of the concept of this system with all what it introduces from justifications and pretexts for maneuvering and continuing or prolonging its existence and the hegemony of its thuggery over public life!
