Sudan: Kassala State Initiates Preparations for the Financial Budget of 2024

Kassala State, represented by the Sudanese Ministry of Finance and Labor, has initiated its initial preparations for the financial budget of the year 2024. This process began with discussions of the new budget proposals during the first meeting of the High Committee for Budget Preparation, chaired by Musa Mohamed Oshiek, the Sudanese Minister of Finance and Labor. The meeting was attended by Dr. Salah Mohamed Osman, the Director of the General Administration for Finance and Budgeting in the state, along with other committee members.

The participants in the meeting engaged in research and discussion regarding the budget directions for the upcoming year in the state. These directions were in line with the previous year’s guidelines, emphasizing the allocation of salaries for employees, increased expenditure on security, expanding and activating revenue sources, and reducing government spending.

The Budget Director emphasized the necessity of imposing a fee on farmers and trade chambers to support the school nutrition program in the state’s budget for the upcoming year. He also stressed the importance of developing comprehensive development projects and promoting them through the Federal Ministry of Finance to benefit from expected grant programs from international organizations. Additionally, he highlighted the need to focus on the investment sector in the state and streamline and facilitate its procedures.

The attendees decided to classify the state’s (11) localities into three groups to contribute to the cost of salaries for employees. A percentage of 35% was allocated to localities in group (A), 25% for group (B), and localities in group (C) were exempted due to their lower revenue capacity.

The minister directed the need to improve the performance of the Kassala Printing Press and utilize its significant capabilities to increase revenues and cover the needs of the state and neighboring states for notebooks and school books before the start of the academic year. He also ensured the formation of several proposed committees from the high committee for the next year’s state budget.
